In spite of the difficulties in emigration following the outbreak of war, Jews continued to emigrate. On 23 October 1941 emigration of Jews from the Reich was banned, with the exception of special cases. The order was signed by Mueller, the head of Gestapo. This order introduced at the same time that systematic deportation of German Jewry to the east began, put an end to the policy of forced emigration as a solution to the Jewish question.
